Virginia disabled veteran license plate
Eligibility: FREE plate: lost/lost use of a leg, arm, or hand; blind; or P&T disabled per VA certification. PURCHASABLE plate (since 2015): any SC disability rating, but pays fees.
How to apply: Form VSA 10 (License Plate Application) plus Form VSA 54 (Certificate of Disability, signed by a veteran service officer) or a VA benefit letter.

Registration, parking, and toll notes
FREE tier only: no annual registration or annual fee for one vehicle (transfers to an unremarried surviving spouse).
VDOT offers toll exemptions on SELECT roads/bridges for qualifying DV-plated vehicles (advance registration required) — not universal. Verify directly with the Dulles Toll Road and the Chesapeake Bay Bridge-Tunnel before assuming coverage.
Virginia property tax benefits
Virginia's 2026 real-estate exemption requires qualifying 100% service-connected permanent-and-total status, including qualifying permanent-and-total IU paid at 100%, plus ownership and principal-residence occupancy. A temporary 100% rating alone does not qualify. The dwelling and generally up to one acre are covered, subject to local acreage rules and co-ownership proration. Apply to the local tax office; eligible unremarried surviving spouses may move to another Virginia principal residence.
Virginia education benefits
VMSDEP can waive tuition and mandatory fees for up to eight semesters for qualifying spouses/children at Virginia public colleges. DVS eligibility, domicile and each term's school confirmation are required; Tier 2 stipends depend on funding. Not a personal veteran tuition award.
Virginia recreation benefits
Virginia resident lifetime hunting/freshwater-fishing licenses are free for qualifying permanent-and-total disability, not a numeric 100% rating alone. Other qualifying disability tiers have separate per-license prices. The 100% service-connected State Parks passport is a different application and offers specified discounts, not free camping.
