Minnesota military retirement pay tax
Military retirement pay is exempt from Minnesota income tax.
Minnesota disabled veteran license plate
Eligibility: No MN-specific "Disabled Veteran" plate design distinct from the general disability-parking symbol; that symbol requires physician certification (Minn. Stat. 169.345) independent of VA rating. Separately, effective Jan. 1, 2024, 100% P&T (incl. TDIU) veterans get a fee waiver.
How to apply: Form PS2904 (or PS2010, confirm current number on dps.mn.gov) + physician certification + VA documentation.
Agency: Dept. of Public Safety, Driver and Vehicle Services (DVS)
Registration, parking, and toll notes
100% P&T: free registration/plate/title on up to 2 vehicles. Parking requires the disability symbol specifically, not just any veteran plate.
No dedicated disabled-veteran toll program confirmed in Minnesota.
Minnesota property tax benefits
2026 review: qualifying service-connected ratings of 70% or greater exclude up to $150,000 of homestead market value, including 100% when not permanent and total. A 100% permanent-and-total disability qualifies for up to $300,000. These are value exclusions, not cash awards. Apply to the county assessor by December 31 for taxes payable the following year; some manufactured-home cases differ.
Minnesota education benefits
Minnesota GI Bill: up to $5,000 per academic year and $15,000 lifetime for eligible applicants. A separate family benefit provides qualifying tuition and fees at Minnesota public institutions plus a funds-available $750 annual stipend; August 2026 rules and MDVA approval apply.
Minnesota recreation benefits
September 2026 review: Minnesota residents with 100% service-connected disability can apply for free small-game hunting, one deer license per year and permanent angling. A permanent hunting proof card is not an annual license. Obtain actual hunting licenses each year; the state-park permit is separate and does not include camping.
