California disabled veteran license plate
Eligibility: 100% VA disability rating with a mobility-impairing condition, OR unable to move without an assistive device, OR lost use of one+ limbs, OR permanently blind (Welf. & Inst. Code §19153).
How to apply: Form REG 256V (Certification for Disabled Veterans License Plates) — medical section signed by a physician/PA/NP/chiropractor/optometrist/nurse midwife, OR certified by a County Veterans Service Officer or CalVet.

Registration, parking, and toll notes
Full registration + license fee exemption on one vehicle.
Real statewide program (CA Vehicle Code §23301.3, since 2023): DV plate + FasTrak account/transponder = free tolls on toll roads (SR-73/133/241/261), bridges, and express lanes statewide. Enroll via the regional program: SANDAG (San Diego), Bay Area FasTrak (Bay Area bridges), SBCTA (San Bernardino Express Lanes), or TheTollRoads.com (Orange County).
California property tax benefits
Qualified disabled veterans, including those compensated at 100% due to individual unemployability, or qualifying unmarried surviving spouses: 2026 assessed-value reduction of $180,671 (basic) or $271,009 (low-income, household income limit $81,131). Not a guaranteed tax-savings amount. Apply through the county assessor.
California education benefits
CalVet College Fee Waiver for Veteran Dependents can cover mandatory systemwide tuition and fees at participating California public colleges. Plans A-D differ; Plan B is not restricted to a 100% rating. County approval and school residency/coverage review are both needed each academic year; books, housing and other charges are not automatically covered.
California recreation benefits
September 2026 review: honorably discharged veterans with 50%+ service-connected disability may buy reduced-fee CDFW licenses after prequalification; a 70% rating alone does not make them free. The separate Distinguished Veteran Pass requires California residency and qualifying service/status. Apply first; DV plates are not the pass, and some park fees remain.
