    How to apply: In person at an MVA branch, by mail to the Specialty Tag Unit (Glen Burnie), via a licensed tag/title service, or online via MyMVA.

    Reviewed September 2026: qualifying 100% permanent-and-total or permanently unemployable veterans may receive a residence exemption. File with SDAT year-round using the VA decision and both dates, not a generic benefits-summary letter. Purchase, refund and survivor rules require separate review.

    Maryland Conroy and Afghanistan/Iraq VAIC scholarships provide capped, funding-dependent assistance, not guaranteed full tuition. Conroy applications go to the school; VAIC uses MHEC One-App/MDCAPS. Eligibility, deadlines, award acceptance and renewal differ by program.

    September 2026 review: qualifying Maryland residents with 100% service-connected disability, VA unemployability or former-POW status can obtain lifetime hunting/fishing licenses through DNR. Annual hunting stamps and harvest records may still be required. The separate veteran park day-use waiver does not include camping.
