Find what VA wants to change and when to respond
Read the heading and the action described in the notice. Mark the condition, the proposed change, and the explanation. Put any response dates and hearing instructions in a separate note so they are easy to find.

Prepare for a meeting with accredited help
If you plan to meet with the Texas Veterans Commission or another accredited representative, bring the entire notice, the earlier award, relevant examination reports, and the short note above.
Show the representative the sentence you disagree with. Ask which record would help explain why you disagree. Record the agreed next step, who will take it, and the date to follow up. Before the meeting ends, make sure you know who will send the response and how you will confirm VA received it.

What if I am worried another claim will lead to a review?
Ask your representative to review the proposed reduction first, then discuss the new claim using these questions:
- Could this new claim lead VA to review an existing rating?
- What evidence supports the new claim and what evidence addresses the pending proposal?
- Which response to the current notice needs attention first?
Keep the decision about a new claim separate from the work needed to answer the reduction notice.
Check how the notice describes insomnia and other symptoms
Locate the diagnosis, the condition VA already connected to your service, and any passage saying symptoms were rated under another condition. Write down what VA says is wrong: the diagnosis, how symptoms were rated, or something in the earlier decision.
Ask your representative which rating rule VA used and how it applies to the records named in the notice. VA’s ratings overview explains the role of the medical evidence and examination; it does not resolve the specific insomnia question in this notice.
Keep the response tied to the notice
- Keep complete copies of the proposed action and earlier award together.
- For each point you disagree with, give the record title, date, and page that support it.
- Save each response and its submission confirmation.
- If the notice mentions “clear and unmistakable error” (CUE), ask an accredited representative to explain that special legal rule and the response it requires.
Follow the response instructions in your notice. Another veteran may have received a different type of letter with a different deadline.
