Find what VA awarded
Read all pages of the decision and notification letters, including any separate discussion of additional benefits. Locate the neuropathy rating that changed and its benefit start date (effective date). Then look for “special monthly compensation,” “SMC,” or an explanation of that benefit.
Show your representative the individual ratings and any wording about permanent and total disability. Ask which SMC-S requirement each part of the decision addresses.
Separate an award question from a payment question
If you have both questions, list them separately. Compare matching periods and record the dates and amounts before estimating any difference.
VA’s SMC tables help you check the amount once you know which SMC benefit VA awarded. The tables cannot tell you whether you qualify.
Ask one clear question about the decision or payment
For a payment question, write down the deposit date and amount, the months it covers, and the amount in your award letter. Ask VA to explain any difference and keep its answer.
VA Form 21-4138 is a Statement in Support of Claim. Before using it, have your representative confirm whether your concern needs a statement, payment inquiry, or decision-review request. Sending a statement is not the same as requesting review. Check the review form and deadline before you send it.
Have the complete award reviewed for SMC-S
Bring each rating and its benefit start date, any SMC code or description, and the reasons VA gave. Ask your representative to explain which part of the award answers the SMC-S question and which part remains disputed.
The decision-review comparison helps you understand review choices. Ask an accredited representative to check whether your ratings meet the SMC-S rules. If someone suggests a clear and unmistakable error (CUE) challenge to a final decision, have the representative check that separately.
Keep track of the answer you receive
- Question asked and the date of the inquiry.
- VA notice or record identified in the response.
- Whether the question was answered or another action was requested.
- Any follow-up and the applicable date in your written instructions.
A report that someone else received a payment correction cannot establish an error in your award. Your record should show the reason for any requested correction.

Common questions
Does a neuropathy increase mean SMC-S should have been awarded?
Not by itself. Bring all your individual ratings and their start dates to an accredited representative. Ask which SMC-S requirements you meet and what remains unclear.
What if one page has no SMC wording?
Check the remaining award and notification pages, then ask where the SMC question was addressed. If you still cannot find an answer, ask VA or your representative where that benefit was addressed.
